1942年生于西班牙，1979年起任教于加州大学伯克利校区社会学与城市和区域规划学系，曾在巴黎大学任教12年，还曾任教与客座访问于马德里、智利、蒙特利尔、坎皮纳斯、卡拉卡斯、墨西哥、日内瓦、哥本哈根、威斯康星、波士顿、南加州、香港、新加坡、台湾、阿姆斯特丹、莫斯科、新西伯利亚、东京／一桥以及巴塞罗那等地。已出版了20余种著作，包括1989的《信息化城市》，古根海默（Guggenheim）会员，殴盟执委会委员。曾获得莱特・米尔斯奖与罗伯特和海伦・林德奖。
